all possible!Senior Director, Private Carrier AffairsLead the
development, implementation, and operation of the Private Carrier
Affairs Department. This includes statewide Private Carrier program
administration, Contract Carrier Progams, and various Ferry
Operations related programs.Roles and Responsibilities:Directs the
NJ TRANSIT competitive bus service contracting out program from RFP
selection and negotiation to contract performance.Administers
oversight of the Contracted Carriers route coverage performance
through the use of telematics (currently CleverDevices)
systems.Directs the negotiation and administration of NJ TRANSIT's
bus lease program with private carriers.Directs the negotiation,
allocation of funding and administration of the Private Carrier
Capital Improvement Program.Directs NJ TRANSIT's external relations
affecting private sector affairs.Recommends policy and
administrative measures as related to private carrier affairs
including DOL, FTA, and State of New Jersey regulatory
implications.Directs the private carrier, FTA-required NTD Uniform
System of Accounts (USOA) program (financial and operating
data).Directs and administers the private carriers' participation
in the Bus Card, Reduced Fare and Student Reduced Fare programs and
new service initiatives.Provides leadership, strategic planning,
and direction to the Private Carrier Affairs management team,
ensuring quality performance in all aspects of program
management.1Represents NJ TRANSIT as the lead contact with various
ferry operators and the administration of the Ferry Capital
Improvement Program.This Position Supervises:---Manager,
PCA---Executive Secretary---Manager, Field Services---Private
Carrier Financial Analyst Education, Experience and
Qualifications:Baccalaureate Degree in Business Administration or
related area (One year of closely related experience can be
substituted for each year of education required.Twelve (12) or more
years of progressively expansive managerial experience, preferably
in the area of public transportation management Preferred:Advanced
degree or professional certification (CPA, MBA) can be substituted
for 4 years of management experience.Strong financial and
analytical skillsLarge contract administration and
negotiationStatistical analysisNegotiation skillsExcellent
leadership, written and verbal skillsPublic transportation
managementKnowledge of NJ TRANSIT fixed route operationsExperience
building teams Certificates, Licenses, Registrations, Working
Environment:Primarily office environment, off site visits
requiredMust be willing and able to independently travel throughout
the service area including locations not accessible by public
transportationPhysical DemandsOther ConditionsPosition is on-call
24/7Provides 24 hour, 7 day on call availability and response to
operational emergencies including service disruptions, system
