Lead Contract Specialist

Main Functions

  • Researches and conforms specifications for services for Requests for Proposals and Invitations for Bids. Tracks expiration dates of current contracts and updates specifications to re-procure in a timely manner.
  • Conducts bid and proposal processes. Establishes and maintains procurement schedules. Performs prequalification appraisals. Coordinates technical evaluation committees. Distributes bid and proposal packages, and communicates with vendors, contractors and consultants. Tabulates bids and proposals. Prepares Procurement fact sheets for Board Liaison. Coordinates contract approval and execution process.
  • Reviews, analyzes and appraises bids and proposals. Performs cost and price analyses. Negotiates scopes of service, direct and indirect costs, fees, and terms and conditions. Prepares Cost Analysis and Negotiation documentation and recommends contract award.
  • Reviews, analyzes and appraises contract changes, disputes and claims. Evaluates entitlement and conducts cost analyses. Negotiates change orders and claim settlements. Assembles and prepares justification documentation and recommends execution of contract amendments.
  • Reviews the proposed specifications, contract awards, change orders and amendments including justification memoranda for conformance with applicable regulations and consistency with procurement process of other contract specialists on the team. Coordinates review of IFB and RFP packages by appropriate departments, advises project manager of review results.
  • Reviews, analyzes and appraises contract changes, disputes and claims in accordance with Federal, State and NJTRANSIT procurement rules and regulations. Evaluates entitlement and conducts cost analyses. Negotiates change orders and claim settlements. Assembles and prepares justification documentation, and recommends execution of contract amendments.
  • Performs contract administration in conformance with FTA and State regulations. Interprets contract terms and conditions, maintains documentation, and coordinates issues with appropriate departments. Monitors contract performance and compliance with terms and conditions. Performs closeout of contracts.
  • Tracks procurements through the Board process to contract award. Tracks change orders through the Board process to execution.
  • Provides both proactive and prompt responsive customer service to client departments on their procurements.
  • Supervises others in the conduct of IT, capital project, professional services and/or rolling stock procurements and subsequent contract administration.
  • Prepares Invitation for Bid (IFB) and Request for Proposal (RFP) solicitation packages, including bid and proposal forms, special and general provisions to obtain bids or proposals to award contracts for services, spare parts, and equipment contracts with an estimated annual aggregate value in excess of $100 million.
  • Leads and organizes customer service meetings for clients within the team's portfolios. Runs reports to track the team's progress in order to ensure deliverables and timelines are met.
  • Identifies, distributes and balances the team's workloads and tasks in accordance with established workflow policies and procedures, skill levels and/or specializations.
  • Facilitates, trains and/or arranges required or ongoing training for team members.
  • Monitors and reports on the status and progress of team's work to management.

    Education and Experience Requirements
    • Bachelor's degree in Business, Public Administration, Engineering or related area.
    • Experience with Microsoft Office Suite required. Other procurement system experience preferred.
    • Strong verbal and written communication skills required. Must be able to interact effectively with Senior Management and Executives.
    • The level of experience in procurement and contract administration of technical services, professional services, complex Information Technology services, construction or large equipment projects for Lead Contract Specialist - 5 years inclusive of category experience.
    • If the position supports a specific category, 2 or more years of experience in that category is required.
    • Leadership skills are required and a record of managing others is preferred. Excellent written and verbal communication skills required. Cost Analysis, Strategic Sourcing, Contract Writing and Negotiations experience required. Computer skills proficiency with Microsoft Office Suite, including Word, Excel PowerPoint and Access required.
