MAIN FUNCTIONS: Maintains close liaison and provides direction and feedback to contracted Paratransit Service Providers to ensure that Service Providers are adhering to all NJ TRANSIT contract requirements and the Federally Mandated Americans with Disabilities Act (ADA). Monitors service delivery, dispatching, scheduling, driver training, customer feedback, contractor ID authorizations, vehicle operation, vehicle maintenance, Service Provider billing, reporting and any other quality issues. Supports planning and efficient utilization of Access Link fleet, related equipment and fueling programs. Observes and reports on actual paratransit service delivery by Service Providers in the field, including vehicle inspections, audit and follow-up. Maintains up-to-date records of Service Providers' performance, to include management, operations, driver training/performance, vehicle maintenance/administration, communications and ensuring the enforcement of all service standards. Interfaces with Access Link Operations Staff to monitor daily service delivery and with other groups in ADA Services regarding issues pertaining to the service providers, planning and program development. Develops specifications for ADA/Access Link policies and procedures, Bulletins and Service Provider contracts. Follows up on and/or responds to complaints regarding NJ TRANSIT's (contracted) Paratransit Services. Required to understand and utilize Trapeze PASS to manage and document the work product. Participate in ADA Services outreach activities and special events including evenings and weekends. Performs other duties as required by ADA Services. KNOWLEDGE & SKILLS REQUIRED: Bachelor's Degree in Business or related field, and three (3) years of relevant experience in the paratransit/transportation field. Specific knowledge of demand response paratransit or similar types of transportation, experience using Windows-based applications required. Superior interpersonal skills and demonstrated capability in oral and written communication required and experience with fleet administration and financial matters desired. Experience with Trapeze software preferred. This position is classified as ---Essential Operational--- and will be required to be on call 24/7 and work during adverse weather or commuting conditions. Must be able to work weekends, holidays and extra hours as needed. Must be able to travel to various locations throughout the State, including those not accessible via public transportation. One year of closely related work experience can be substituted for each year of education required.
