Although Mars is a global company, we enjoy an extensive presence within the United States – including Associates and operations in nearly every state. Consequently, we need to ensure that we have a strong public affairs presence in these jurisdictions. This position will drive the development and management of policy and advocacy strategies, plans, and programs to reach and engage senior internal and key external government stakeholders at the U.S. state and local (cities and counties) levels in support of Mars’ objectives and priorities. The position will also support the U.S. Public Affairs team in some U.S. federal policy work.

We are flexible on location for this role, with a preference for near a Mars hub (VA, NJ, IL, OR, TN).

What are we looking for?

Minimum of BS/BA with graduate degree (law, business, public policy) strongly preferred.

Expertise in public policy, legislative and regulatory affairs, issues management, government relations, public affairs. 5+ years of relevant experience in the Washington DC and/or state policy arena.

Strong preference for someone with food industry or animal/pet industry experience.

Some pre-established relationships with key policy makers throughout the United States.

Experience with and ability to collaborate with multiple internal stakeholders (segments, central functions, and other CA associates).

Experience with leading multiple projects simultaneously and the ability to track projects with varying deadlines employing hands on, fast thinking, and proven experience in project and process management.

Management experience – particularly the ability to manage outside agencies and firms.

Experience in providing strategic counsel to senior executives.

Experience in sharing and working collaboratively across a diverse group of colleagues, including conducting training as necessary.

Understanding of the interdependency between the segments, regions, and product sectors, and of the interaction between the business and key stakeholders (regulatory authorities and governments, NGOs, etc.).

Sound experience, good judgment, and poise in crisis situations.

What would be your key responsibilities?

Build, maintain, and enhance Mars relationships and reputation with key U.S. state and local external stakeholders, trade associations, and organizations (e.g. National Governors Association, U.S. Conference of Mayors, etc.).

Coordinate with segments and outside consultants to drive key investment and incentive discussions and negotiations, while ensuring our business objectives are met and our external stakeholder relationships enhanced

Support the U.S. Public Affairs team on priority federal issues

Manage outside consultants supporting Mars on state government relations matter.

Advise and guide the business regarding external/internal threats and opportunities and create external engagement strategies to protect, enhance and/or accelerate business imperatives.

Maintain, cultivate, and manage stakeholder relationships with key state and local government officials and key opinion leaders.

Lead and manage State and Local stakeholder outreach for key business initiatives and events, including site visits, large scale segment events, Hill Days, conferences, and in-person meetings.

Identify and track critical market and government policy issues, legislation, and regulations, and drive internal and external advocacy strategies consistent with overall Mars strategy.

Develop and deploy proactive segment-based issue management and stakeholder engagement strategies aligned with strategic platforms or foundations developed by Public Affairs and business segments.

In partnership with the U.S. Public Affairs and segment Corporate Affairs (CA) teams, monitor and influence state and local legislative and regulatory activities that impact segments and advise them on relevant issues.

Anticipate and define issues and concerns impacting the company and identify areas to improve corporate reputation through proactive engagement.

Ensure no policy surprises: contribute to “early warning system” to notify segments and senior business leaders of risks and opportunities across the U.S. and support proactive issues management strategies through global issue identification and mitigation.

Provide oral and written overviews and presentations on key policy issues across the United States to enable prioritization of position development.

Partner with U.S. CA associates to develop proactive strategies, positions and messages on key public policy issues and communicate those messages to critical stakeholders (i.e., state and local policymakers/regulators, relevant industry groups/trade associations and media )
