What You'll Contribute The Director of HR Compliance represents the First Line of Defense and is responsible for partnering with business unit(s) within the Human Resources division to assess and mitigate business and process risk and ensure compliance with internal policies and procedures, external laws, rules, and regulatory requirements. This includes development of a robust risk and control framework, testing and monitoring of controls for effectiveness, and managing and/or supporting remediation efforts. The director understands and interprets newly drafted regulations to be able to provide guidance on various compliance matters. The Director of HR Compliance will work collaboratively with all business units within the division as well across divisions and in particular with Second and Third Lines of Defense including Risk Management, Financial Controls, Compliance, and Internal Audit. What You'll Do Description % of Time Spent --- Supports HR business unit(s) in monitoring and researching regulatory activity and requirements to assess potential impacts and application to their processes; supports implementation of business changes to meet new or updated regulatory requirements --- Plans and executes reviews of the Managers Assessment of Risk and Controls ("MARC"), Business Impact Analysis ("BIA"), SOX compliance and operational controls for Human Resources. --- Defines review scope, and designs comprehensive and practical testing strategies/plans considering degree of risk, significance and compliance requirements. --- Prioritizes audits and testing & monitoring plans based on factors such as degree of risk, complexity, frequency, and previous audit findings. --- Executes independent compliance and operational control testing in accordance with testing & monitoring guidelines and auditing standards of various areas of HR including personnel files, I-9s, and OFCCP requirements, etc. --- Identifies, documents, and communicates control deficiencies, as well as recommendations for remediation to control and process owners within HR business unit(s ). --- Validates and communicates on operating effectiveness of controls in consideration of applicable organizational Policy/Guidelines and concludes on operating effectiveness of controls and any expected follow-up actions to HR leadership. --- Completes documentation in accordance with established testing and monitoring guidelines and audit standards; this includes testing templates, reporting, accumulation of evidential matter and monitoring results. --- Creates, maintains and publicizes the HR compliance calendar to ensure all reporting including the EEO and AAP reporting is conducted on time and as required. --- Identifies control issues and findings timely, and ensures findings are based on relevant facts and accurately characterized based on degree of risk. --- Partners with HR business unit(s) to address, research, and resolve risk and compliance related issues, questions, and concerns. --- Participates as applicable in the evaluation of new or changing processes, systems, or business, considering risks and the associated impact to the control environment . --- Coordinates, oversees, and/or contributes to the management of internal or external examinations (i.e. Internal Audit, FDIC, Other Regulatory Investigations, etc.). --- Participates and/or manages corrective actions related to control deficiencies for business units, including root cause analysis, error recoveries, control issues, and other remediation scenarios. --- Ensures all HR-owned policy and procedural documentation are completed timely and documented in accordance to existing internal guidelines. --- Reports on emerging risks that could impact Human Resources. --- Participates in other assignments and projects, as assigned.
