Job Description:
The Senior Manager, Site Budgets will be responsible for (1)
developing accurate and timely total investigator grants and per
subject cost estimates, based on the study design and schedule of
events (using a fair market value tool), (2) reviewing CROs' and/or
sites' proposed changes to the study-specific budget parameters (in
partnership with other business lines internally), (3) ensuring the
delivery of high quality, compliant, effective, and timely work
product and 4) maintaining productive relationships with internal
and external partners. Assist with on-boarding, training, and
mentoring peers (including handling delegated tasks as needed.
Partner with other groups on broader DO&PM initiatives (e.g.,
DO&PM resource management implementation project). Lead
specified SB&C group systems and
processes.Responsibilities:
- Provide subject matter expertise for assigned therapeutic areas
and support high priority, complex studies
- Assist with on-boarding, training, and mentoring peers on site
budgeting
- Use a fair market value tool and other relevant data to develop
total investigator grants, per subject cost estimates, and budget
scenarios
- Use the per subject cost output along with the protocol design,
historical information, and operational approach to determine the
overall investigator grant cost
- Develop and present budget scenarios to study teams for OPRB
and related meetings
- Engage with relevant team members from early planning
throughout the end-to-end budgeting lifecycle
- Understand the nuances between early and final budget
estimates
- Help develop and enhance site budgeting processes
- Work closely with team members and effectively communicate with
them, in order to ensure that business objectives are met
- Handle site budgeting related escalations effectively and
efficiently and conduct issue resolution of moderate to high
complexity
- Accountable for ensuring that performance and efficiency
standards are met for assigned studies
- Partner with other groups on broader DO&PM initiatives
(e.g., DO&PM resource management implementation project)
- Perform in a manger that is consistent with Regeneron's
values
- Ensure that internal systems are updated in a timely, accurate,
and complete manner
- Meet with study teams regularly and prioritize assignments
- Stay abreast of changes in industry standards and help identify
new best practices to contribute to continuous improvement
- Help train others on site budgeting processes and industry
practices
- Manage changes to study scope, ensuring timely contract
amendment and implementation
- Responsible for making timely decisions and direction of
outcomes

- As a member of cross-functional study teams, lead appropriate
agenda topics of the team meeting and provide guidance to line
functions
- Lead ongoing, SB&C group-specific process improvements
(including participating on critical initiatives)
- Single point of contact for internal client, vendors, and site
counterparts for assigned studiesRequirements:Bachelor's degree and
Required minimum of 7 years of direct experience with clinical site
budgeting at a biopharmaceutical company, CRO, or site and managing
broader systems and processes, and participating in broader
cross-stakeholder initiatives. J.D. or MBA preferred.
- Demonstrates a "innovative" knowledge and expertise of site
budgets and investigator grants development that drives new
business and executive decisions. Considered a technical guru
- Makes decisions on complex to highly complex issues regarding
work approach for project components and completion of team tasks
and responsibilities
- Works on unique and complex assignments/projects independently
that require independent judgment in evaluating criteria to obtain
results where no precedent is available
- Guides and mentors staff at all levels and provides advice to
senior management on complex/strategic issues
- Operates in ambiguous situations and provides
original/innovative and possibly precedent-setting
process/technical/functional guidance to others
- Works independently at the most advanced level across multiple
areas
- Ability to effectively manage and maintain systems and
tools
- Ability to mitigate and drive solutions regarding investigator
site budgeting challenges
