Grant FundedPosition Summary:
Under the direction of the Director of Freight Planning, the
Principal Planner: Freight Planning will be responsible for
performing a full range of technical planning, research, analysis,
contributions to written materials, and outreach activities in the
specialized field of freight and goods movement planning.
The job requires knowledge of goods movement, freight and supply
chains, the application of tools of analysis, the ability to
research freight and related topics and produce reports, as well as
the ability of effectively engage and interact with industry
stakeholders as well as other public and private agencies and
interests.Essential Functions:
--- Work on tasks of Freight Planning division in support of the
Director's supervision of staff including consultant efforts,
outreach meetings with stakeholders, and preparations of Freight
Initiative Committee meetings. --- Analyze data utilizing
appropriate methodologies and techniques to establish trends,
identify challenges and opportunities, make recommendations and
prepare related documentation and final reports. --- Coordinate
with other NJTPA staff on data analysis, GIS, and contribute to
agency-wide planning initiatives such as the Long Range
Transportation Plan. --- Coordinate outreach to member agencies,
private freight companies, shippers and carriers, operating
agencies, industry representatives, business and civic leaders,
elected officials and the general public. Particularly, focus on
enhancing joint public and private sector outreach events. ---
Increase agency profile among partner agencies as a subject matter
expert and as a technical resource for topics related to
multi-modal goods movement, freight, logistics and supply
chains.Additional Functions:
--- Assist as needed in establishing and maintaining
freight-related inventories and databases, commodity profiles,
freight-related emerging technologies, and freight-related
analytical tools. --- Conduct and/or assist in as needed, field
analyses and site visits related to freight efforts and analyses.
--- Research and prepare policy papers and other briefing documents
on freight-related topics and other planning projects in the NJTPA
region. Topics include but not limited to: truck rest stops, rail
grade crossings, resiliency initiatives, safety, facility proposals
and participating in the other agency goods movement projects. ---

university's best interests.Prerequisite Qualifications:
Graduation from an accredited college with a Bachelor's Degree in
transportation planning, supply chain, regional economics, public
policy, or engineering. Five (5) years of applied experience in
freight or logistics planning, or the movements of goods in a
regional or metropolitan setting or a related field. At the
university's discretion, the education and experience prerequisites
may be accepted where the candidate can demonstrate to the
satisfaction of the university, an equivalent combination of
education and experience specifically preparing the candidate for
success in the position.Preferred Qualifications:
--- Graduation from an accredited college with a master's degree in
transportation planning, public policy, engineering, supply chain,
or related technical field, with specialization in freight logistic
planning. --- Familiarity with public sector involvement with
freight movement and the metropolitan planning process ---
Demonstrated project management and organizational skills.
