and ResponsibilitiesManages assigned staff in the operation of
trains and track car movements to assure adherence to established
schedules and operating safety rules. Ensures the LRT Control Room
staff delivers safe LRT and Track-car movements. Responsible for
the movement and protection of workers/equipment within Newark
Light Rail trackage.Coordinates as required, with appropriate
Mechanical/Maintenance personnel regarding the status of
inspection/cleaning of equipment, maintenance/repair/upkeep of
infrastructures/facilities within NLR jurisdiction to ensure that
daily service requirements are met. Monitors and controls the
defect card system. Identifies, reports and records trends, and
develops action plans to correct negative patterns relating to
operating practices, delays, accidents, vandalism, complaints,
equipment, bridge, signal and power failures, adverse weather
conditions , safety hazards in the work environment resulting from
and any other disturbance affecting the operations of trains.
Coordinates with other departments within NLR and NJ TRANSIT to
review and recommend service changes and implement new
schedules.Administers policy and procedures that affect the
movement of trains, employees and passengers within assigned
locations via Notices, Special Instructions, Track Permits,
Bulletins, General Orders, control of employee files, Random D & A
testing, Revenue Audits.Conducts first-step grievance hearings;
coordinates the handling of labor grievances to ensure that
grievance hearings are conducted according to the collective
bargaining agreement; consults with Labor Relations and Union
Representatives for the resolution of penalty time claims and
disputes. Reviews results of labor investigations, and carries out
discipline as required.Conducts or participates in NLR related
accident/incident investigation reviews, including analysis of
vehicle and signal downloads and other relevant materials, and
completes a post accident/incident report in conjunction with other
NLR incident investigation team members and Safety department
personnel.Manages the activities of assigned employees during
service disruptions, including derailments, equipment failures,
power outages, weather emergencies, etc.Motivates, trains, and
counsels personnel, reviews performance to ensure adherence to the
Safety Rules and NLR Rules for Operation and Maintenance, maintains
corresponding policies and regulations. Reviews, updates, and
initiates corrective actions to the Operating Rules and/or Standard
Emergency Operating procedures, General Orders, Bulletins, Notices,
and Special Instructions as necessary.Monitors expenditures,
manages manpower and overtime and participates in the development
of the budget.Assures that proper documentation of LRT movements
and MOW activities are recorded in an accurate manner. Coordinates
with Bus Operations for to ensure Substitute Bus services are met
in accordance with the Emergency Operation procedures. Ensures that
the LRT Control Room staff deliver safe movement of freight trains
over NLR tracks, and monitors compliance with hazardous material
regulations.Ensures NLR Operations personnel (management and field
salary employees) are proficient with all computer programs
necessary to keep NLR in full compliance with established
procedures (e.g., payroll systems, VMIS, SCADA, Emergency
Ventilation, Train Control, Support-Force, lost and found,
discipline systems) and all new technologies to be implemented in
the future.Education, Experience and Qualifications:High school
diploma or equivalent, and eight (8) years of public transit
operations experience, with six (6) years of progressive
supervisory experience in public railway transit operations; Light
Rail or Commuter Rail operating experience is desired, but not
required. Must be proficient in MS software applications,
particularly WORD and Excel. Must be available to work various
hours/shifts; however, the primary hours for this position will be
late evening/night, with possibility of a permanent tour on
Saturdays and/or Sundays depending on prevailing needs. Must be
able to respond to NLR Incidents/Accidents as needed on 24-hours
basis, 7-days a week. Baccalaureate degree in Transportation,
Business Administration, Engineering or related area is desired.At
